Which operative system are you working with? Now, is really easy with the XP or Vista installation CD. you just have to insert the cd and restart your computer with the CD inside it, and follow the instructions.

Depends on what you want to do, if there are programs that you don’t want, uninstall them. If you want to restore it back to a state from a certain time, do a system restore to a checkpoint from the calendar.
If you want to restore the computer to a clean state with all programs still installed, boot to the windows cd and choose the repair function in the recovery console. This will fix corrupt files and the such and not remove your programs and files that are saved and stored.
If you want to “start from scratch” yeah, boot to the windows CD, go into recovery console, choose the repair option but when prompted to overwrite the current operating system choose “yes”. You would choose “no” in the above scenario. This will reformat the drive and reinstall the OS from scratch.
You can also go to the command prompt and type format c:, but is not recommended. You may have trouble getting the system to boot up if you have an older operating system and the system CD is not bootable. Best to have the ability to boot up and fix things from there from an at least operable system.

if you want to refresh the computer, then u need to just reformat your computer, if your gonna wipe off everything!
i know that if your motherboard comes with a CMOS battery, thats a way to wipe off the information in your CMOS<but i wouldn't do it….otherwise, u have to setup the information!!
now if your talking about your operating system, then yes, its called “wiping out” in this case, when you are wiping something off, you are cleaning it.
